Assess Chinese non-ferrous metals buyers by performance capability, commercial reputation, compliance status and governance structure, then screen reliable buyers for overseas suppliers.

Why Assess Buyers

When an overseas supplier enters the Chinese market, the hardest things to judge are whether the buyer is genuine, whether it can pay and perform, and whether it carries litigation or compliance risk. MTPS1.21 systematically screens domestic smelters and traders; companies that pass are added to the approved-buyer list and given priority access to supply matching and competitive bidding.

We have signed 3–5 quality domestic partners in each of the copper, lead-zinc, aluminium and minor-metal segments. The buyer pool keeps expanding, and qualifying domestic companies are welcome to join.

A/B/C/D Four-Tier Rating Results

A rating is valid for 12 months, with review starting 30 days before expiry; any major negative event during cooperation triggers immediate re-rating.

Grade A (Priority Partner) ≥ 85 points Priority matching to quality supply and priority participation in bidding. Long-term agreements may receive more flexible payment cadence; usance L/C of 90–180 days; bidding deposit waived or reduced.
Grade B (Normal Partner) 70–84 points Normal supply matching on standard commercial terms. Normal participation in bidding, standard payment cadence, standard bidding deposit charged.
Grade C (Restricted Partner) 60–69 points Only small spot transactions, requiring prepayment or additional credit-enhancement measures. Transaction size in principle not exceeding CNY 20 million; a higher bidding-deposit ratio; no long-term agreements.
Grade D (Not Eligible) < 60 points Not included in the approved-buyer list. Barred from bidding and supply matching.

Five Primary Indicators & Weights

MTPS1.21 uses a three-level scoring system: primary indicators set the weights, secondary indicators define the assessment items, and tertiary indicators fix the specific scores and deduction/veto conditions.

Company Strength 30%

  • Industry reputation, market presence and confirmation of the operating entity.
  • Registered capital, paid-in ratio, years in operation and industry seniority.
  • How well the core business matches the intended trade category, scale and bank credit line.

Transaction Record 30%

  • Number of non-ferrous transactions over the past three years, size per deal and annual trade volume.
  • Contract-performance completion rate, long-term-agreement performance rate and payment timeliness.
  • Cooperation record with upstream suppliers and reputation trace-back with previous partners.

Willingness to Cooperate 15%

  • Responsiveness in enquiries, document exchange and deal communication.
  • Cooperativeness in providing assessment materials, willingness to co-build and intent toward a long-term-agreement framework.
  • Acceptance of trade terms such as L/C, combined payment and usance letters of credit.

Negative-Risk Disclosure 15%

  • Checks on litigation, arbitration, dishonest-debtor enforcement records and industry blacklists.
  • Customs administrative penalties, AEO certification and negative records on trade authenticity.
  • Look-through of major negative events involving key shareholders, the actual controller and senior management.

Governance Structure 10%

  • Clarity of the equity structure and stability of the actual controller.
  • Related-party transaction disclosure, fairness and the risk of value transfer.
  • Upstream/downstream supply-chain coordination capability and channel stability.

Automatic-Disqualification Items

  • Customs dishonesty, court dishonesty, major economic crime or smuggling records.
  • Verified fake trade, forged documents, ore adulteration or passing off inferior goods as good.
  • High risk of losing major litigation, with no reasonable explanation or guarantee provided.

Assessment Implementation Process

From data collection to use of results, every key conclusion keeps a reviewable evidence trail; rating records and all assessment materials are archived for at least 5 years.

Data Collection

The buyer submits the assessment information form, business licence, transaction vouchers, financial statements and industry qualifications.

Information Verification

Cross-check via public channels such as business registries, court judgments and customs credit disclosures.

Reputation Survey

Ask at least 2 upstream/downstream companies about industry reputation, market presence and performance feedback.

System Scoring

Score item by item against the five primary indicators and their specific values to compute the overall score.

Rating Confirmation

Maps to A/B/C/D grades; triggering any automatic-disqualification item results directly in Grade D.

Result Notification

Issue the MTPS1.21 assessment report, communicating the rating result and corresponding commercial terms.

Use of Results

Apply supply matching, bidding eligibility, deposits and payment terms according to the rating's entitlements.
